More small hack-local-variables tweaks for MODE-ONLY case.

* lisp/files.el (hack-local-variables-prop-line): Small simplifications.
(hack-local-variables, hack-local-variables-prop-line):
If MODE-ONLY, return the mode, rather than just `t'.
